Plaintiffs argue the use of so-called “market value” as assessed value—flatly violating the 16^thAmendment by taxing unrealized gains, it is intentional financial manipulation designed to overtax property owners and funnel the proceeds into school-district bond debt that is never retired and only grows larger.   Resulting in RICO Act violations by selectmen who to work and get paid by the local school district with taxpayer funds.
