New Hampshire’s casino industry has expanded rapidly:
The state collected $60.2 million in 2025, up from $35.2 million in 2024 (a 70%+ increase).
Charities partnering with gaming venues received $64 million, up from $39.3 million the year before.
Game room operators took in $250 million from horse racing and games of chance.
Video lottery games are projected to generate $75 million annually.
Total casino betting now generates about $500 million per year, not including lottery or sports betting.
A 2024 state-commissioned study projected the industry could reach $1.1 billion within three years.
The state removed the $50 betting limit, allowing unlimited wagers.
There are currently 1,752 slot machines operating statewide.
Slot revenue is split between the state’s General Fund and the Education Trust Fund, with pending legislation (House Bill 1409) aiming to direct all video lottery revenue to education.
In short: rapid expansion, higher betting limits, more machines, more revenue for the state, charities, and operators.
Embezzlement is when someone in a position of trust secretly diverts money for personal gain, often exploiting people who rely on them or don’t fully understand what’s happening.
Authority figures (lawmakers and regulators) expand gambling access.
They market it as benefiting education and charities.
The system disproportionately profits from people who may not fully understand the long-term financial risks of gambling.
The largest share of revenue flows to operators and the state, while individuals bear the losses.
When government both regulates gambling and depends on it for revenue, there may be an incentive to encourage behavior that financially harms vulnerable individuals. In that sense, critics argue it can resemble a system where those in authority benefit from losses suffered by citizens — particularly lower-income or addiction-prone individuals.
