HAMPTON, NH PROPERTY TAX COMPLAINT HEADS TO SUPERIOR COURT, THE NH US ATTORNEY, AND THE US AG

The timeline as of September 7, 2025.


JUNE 26, 2025 

Hampton taxpayers delivered a complaint with support to New Hampshire Governor Ayotte regarding disproportional property assessments as well as disproportional taxation.  This complaint in the form of a letter was copied to the NH speaker of the House, the NH Senate President, the NH Secretary of State, the NH Attorney General, the NH Dept. of Revenue, and the Hampton, NH Board of Assessors (the selectmen).  

The letter had a response deadline date of August 7, 2025.  To-date, there has been no response to the complaint.


SEPTEMBER 1, 2025

Hampton taxpayers filed a complaint with support in the Rockingham County NH Superior Court regarding disproportional property assessments as well as disproportional taxation (case #218-2025-CV-01009).  Now taxpayers wait for the paperwork and summons to be served to Defendant in the matter (the Hampton Selectboard).


SUMMARY OF COMPLAINT

The town of Hampton Board of Selectmen, as the “Hampton Board of Assessors,” the State of New Hampshire Legislature who created the Department of Revenue Administration, the Secretary of State, and the Attorney General (“Violators”), are in violation of the 1st, 5th, 14th and 16th Amendments of the Constitution of the United States of America, and Articles 1, 2, 12, 28, and 38 Part One and Articles 5 and 6 Part Two of the New Hampshire Constitution,

The town of Hampton Board of Selectmen, being the Board of Assessors, shall be named “Defendants” in this matter.

Taxpayers of Hampton, New Hampshire delivered a Notice and Complaint in the form of a letter to New Hampshire Governor Kelly Ayotte on June 26, 2025.  (REFER TO APPENDIX 1)   

Copies of the letter with attachments were sent certified mail to the NH Attorney General, the Hampton, NH Board of Selectmen, as the assessors, the NH Secretary of State, the NH President of the State Senate, the NH Speaker of the House, and the NH Department of Revenue.  To date there has been no response.

A courtesy copy of the June 26, 2025 letter was sent certified mail to the US Department of Justice.

The NH State Legislature and all their unelected bodies are complicit and responsible.   Existing NH state statute “allows” property tax assessed value to equal assumed market value, it even REDEFINES MARKET VALUE.

“to all other taxable property at its market value.  Market value means the property's full and true value as the same would be appraised in payment of a just debt due from a solvent debtor.”  Section 75:1 How Appraised.  The state statute conflicts with the 16th Amendment of the US Constitution, all NH state officials are complicit in its enforcement.

NH statutory law also allows accessory dwelling units to be classified the same way as single-family homes, if adopted locally by vote in a town meeting.  Hampton has adopted these previously.  


SEPTEMBER 4, 2025 

Hampton taxpayers deliver a similar complaint to the US Attorney for NH recently appointed by US Attorney General Bondi.


SEPTEMBER 6, 2025

Hampton taxpayers send via certified mail; a package of all complaints filed in the state of NH regarding disproportional property assessments as well as disproportional taxation to US AG Bondi.
